I'm using atahualpa through a university hosted wordpress. It's version 3.7.9. I am limited to using only certain widgets and plugins, and I can't access my wp-content through FTP.

I would like to know if there is a way to use CSS inserts to link to a favicon. I got around putting header images in the /wp-content/themes/atahualpa/images/header/ folder by inserting URLs into the CSS inserts via the instructions here: http://forum.bytesforall.com/showthr...der+image+post

Can I do something similar for the favicon?

There are plugins to accomplish that but if you don't have the ability to install plugins or use FTP you are out of luck.
