I think it is supposed to be inserted as a widget, but the css is huge.

any css you are adding should go in the 'CSS Inserts' option.

what top bar? look at the site while not logged in - you maybe seeing the wordpress toolbar

Where is "CSS inserts"? all I saw for choices were inline or external.

This is 140 lines of CSS code for this menu -- too much for inline
and I have no idea how to extract the rest to an external file.

NEVER MIND -- JUST FOUND IT

so near and yet so far . . . it partially works but doesn't load up all the imagery for two rows and bumps the second tier choices off into a corner upper left. You see the part that works if you run the mouse just below the static page menu

I think it is because the widget text size cannot be changed for each widget and the proper text size for this is much smaller.

and a new bad discovery -- everything on the right sidebar except the link to wordpress.org defaults to my anartist.com html homepage with some funny number after it.
