I see in the theme options how to change the border around the menu, but it does not change the larger dashed box/container the encompasses the horizontal menu. I am trying to get rid of all the dashed lines on the page. What am I doing wrong.

You can change the dashed border in the sidebar configuration area too. Basically, anywhere you see "dashed," remove that style or change it to solid.
